And Truth Was Hung Out to Dry

Well, I have been deep into reading the 33-page agreement between the Kansas Legislative Coordinating Council (LCC) and the Chiefs.
Wow, this is the gift that keeps on giving…to the Chiefs!!!

But first — continuing education on what are Star Bonds.

Star Bonds are simply a debt financing mechanism which uses sales tax dollars paid by the consumers to fund the Star Bond project’s costs for construction, equipment, furnishings, etc.

The Chiefs’ Star Bond deal will divert the increase in state sales tax revenues from the base year (yet to be identified) within the Star Bond district (western half of Johnson County and nearly all of Wyandotte County) to pay off the Star Bonds sold to investors for 30 YEARS!!!

The deal also envisions Olathe and the Unified Government of Wyandotte County/KCK pledging the “incremental” increase (for 30 YEARS) of their city/local sales tax to go towards paying off the Star Bonds.

In this agreement, all of the following tax giveaways (your tax dollars) end up in the pockets of billionaires:

• Star Bonds
• Community Improvement Districts (CIDs)
• Transportation Improvement Districts (TIDs)
• HPIP (State slush fund for well-connected corporations)
• TIF districts (property taxes diverted for up to 20 years to developers for costs of hotels, apartments, restaurants, etc., etc.—defined as “horizontal costs”)
• IRBs (10-year property tax abatements and sales tax exemptions for construction materials and equipment)
• Requirement that the Star Bonds will be exempt from state and federal income taxes (as in STATE OWNED)
• Also diverting funds from the State Gaming Revenues Fund

AND last but not least, the State of Kansas (and/or designees) will have use of 1 suite in the Chiefs’ stadium with the stipulation that anything other than water and soda will be charged to the State of Kansas — that’s YOU.

From the Kansas Commerce Department 12/22/2025 press release:

The agreement was approved today by the Legislative Coordinating Council (LCC) with strong bipartisan support. It will be a public-private partnership between the state and the Chiefs organization — and it will require no funds from the current state budget and no new taxes on Kansans. (emphasis mine)

NO NEW TAXES??? Please note that all CIDs and TIDs will be new taxing instruments…in addition to hijacking the increase in the state sales tax revenue for 30 years.
