The Tale of Philip Sarnecki and Developers

I don’t know whether to call him Cranky Sarnecki or Double Speak Phil, but here are the facts on the double speak: while professing to be the white knight in shining armor defending Kansas against tax incentives and data centers Philip Sarnecki’s supporters, contributors and fundraisers not only harvest tax incentives but at least one has 49.5% ownership in two huge solar farms which have long term contracts to provide power for DATA CENTERS.  I can’t make this stuff up.

Studying Philip Sarnecki’s campaign finance report I found one of his donors, Naty Saidoff, listed as a developer. He is from Malibu, California, and owns a controlling interest in Shikun and Binui (S&B) a multi-national Israeli company.  Here in the States, he owns S&B USA, a heavy infrastructure construction company and an energy subsidiary. The U.S. construction arm is located in Pittsburgh, PA and focuses on P3 Projects (Public Private Partnerships) funded by tax incentives, YOUR TAX DOLLARS.

Yay for Naty Saidoff’s rags to riches story. He was raised in a kibbutz in Israel, came to the U.S. and through hard work has become successful beyond, I’m sure, his wildest dreams. But why is Naty Saidoff, 1500 miles away, supporting, contributing and holding fundraisers for Philip Sarnecki, candidate for Kansas Governor?

Here is what my research has found. S&B USA, the heavy construction arm, focuses on P3s (public private partnerships). Note: ALL Star Bond projects are P3s and yes that would include the Chief’s stadium. In addition to S&B harvesting P3 tax incentives, remember, according to Philip at our Corner Bakery conversation in February 2025, those who were “begging him to run” were Clark Hunt (Chiefs) and Terry Dunn (J.E. Dunn Construction). J.E. Dunn is the general contractor for the over budget, behind schedule American Royal Star Bond project.

And the list of developers/contractors supporting Philip continues to grow.

On the road and bridge side of the ledger, is there a play to edge out our homegrown Kansas companies such as Bridges Inc. – Newton, Venture Corp. – Great Bend, APAC Shears – Hutchinson and Dondlinger & Sons Construction – Wichita? Obviously, we want competition and the best bid, but with an organization the size of S&B (dwarfing our homegrown companies) the possibilities of undercutting the competition and shutting down our Kansas Contractors are extremely troubling, my opinion.

Then the energy sector of S&B, whoa this is shocking! They co-own Beacon Solar in Kern County, California (over 2,000 acres/250 mega watts) and Brazoria West Solar, Brazoria County, Texas (1,100 acres/260 mega watts) which both have long-term contracts to supply power to DATA CENTERS!! All the while Double Speak Phil has been promoting his anti-data center rhetoric, he has been receiving support from a person whose firm provides power to Data Centers. You must elect a governor with a strong conservative record, not empty platitudes or worthless promises. I am that proven conservative who in 2011 while serving in the Kansas House stood up to the Brownback administration, outing them for taking a $31 million Early Innovator Grant to build the IT infrastructure for Obama Care. Amazingly, the acceptance of the grant money occurred while the administration was joining other states in challenging the constitutionality of Obama Care.

In 2012, with my colleagues, I fought for E-Verify, battled to attach it as a floor amendment, was successful only to have House Speaker O’Neal strip it from the bill in Conference Committee. A few months later, Speaker O’Neal was hired as the State Chamber’s CEO – the State Chamber STRONGLY opposed E-Verify. And so, the status quo system goes.

As a JoCo Commissioner during COVID I refused to wear a mask, refused the shot and voted against shutting down churches, schools and businesses.  I was the only NO vote on giving a Chinese company, CNANO, an 88% property tax abatement. That’s correct, they are paying only 12% of their tax bill AND 3 years later their building stands empty.

I am truly battle tested, know where most of the bodies are buried and I will not back down from serving YOU. I would be honored to earn your vote August 4^th.
